Lesley Parrish possesses over 30 years of experience in business, financial management, and operational resources, with a specialized focus in disaster response, contractual and bidding preparation, line-item service estimations, and comprehensive data analysis.

Lesley has worked extensively on high-profile data management and disaster response projects for some of the nation’s most significant storms, including Hurricane Idalia, Hurricane Helene, Hurricane Michael, Hurricane Irma, Hurricane Matthew, Hurricane Wilma, Hurricane Katrina, and Hurricane Andrew. Her deep expertise ensures that all contractual requirements, bid specifications, and quality control measures are met with accuracy and efficiency.

She holds a Bachelor of Business Administration from Florida Atlantic University and a Master’s degree from the University of Phoenix. For over 15 years, Lesley has collaborated closely with attorneys throughout the Southeast, providing critical support on contract management and compliance.

  • Bid Opportunity Monitoring: Search for and track RFPs, RFQs, and ITBs from federal, state, and local agencies (e.g., FEMA, state procurement portals, municipal websites); evaluate bid opportunities to determine if they match the client’s capabilities and goals; Maintain a bid calendar with submission deadlines and key milestones.
  • Proposal Management: Develop a bid strategy with the client; Create a detailed proposal development schedule, assigning tasks to SMEs, writers, and reviewers; Ensure all documents comply with solicitation instructions, including formatting, forms, and required attachments.
  • Technical Writing & Editing: Draft or help write technical, management, and past performance sections of proposals; Edit and proofread for clarity, grammar, and alignment with RFP requirements; Customize boilerplate language to fit each bid and ensure a compelling narrative.
  • Compliance & Documentation: Review solicitations for compliance matrices, mandatory forms, and scoring criteria; Ensure submittals follow local, state, or federal procurement rules (e.g., DBE/MBE forms, insurance certificates, licensing);  Verify all required signatures, notarizations, or attachments are in place.
  • Client & Team Coordination: Coordinate with internal teams (estimators, operations, finance, legal) to gather necessary inputs; Communicate with prime or subcontractors to secure teaming agreements or joint venture documents; Conduct internal kickoff calls, progress check-ins, and color team
  • Pricing & Budgeting Support: Work with estimators and PMs to develop cost proposals or pricing breakdowns; Ensure price volumes align with technical narrative and are competitive yet compliant; Run bid/no-bid analysis meetings if needed.
  • Submission & Follow-up: Prepare final submission packages (physical or electronic) and submit by the deadline; Respond to clarification requests, attend pre-bid meetings, or support oral presentations if required; Maintain version control, proposal library, and bid win/loss tracker for future improvement.
