Bergeron Emergency Services Founder and CEO Ronald M. “J.R.” Bergeron, Jr. has over 30 years of heavy construction, design-build, site development, and disaster management experience. He has successfully overseen more than 300 disaster activations, including 80 major recovery projects across the United States, with a strong concentration in South and Central Florida.
J.R. began his disaster response career with large-scale recovery efforts following Hurricane Wilma in 2005, where he managed the processing of more than two million cubic yards of hurricane debris. His expertise in debris management continued to scale, most recently demonstrated through a significant recycling project for Broward County Waste & Recycling Services. Under his leadership, the project successfully processed over 1.8 million cubic yards of hurricane debris—both vegetative and hazardous—that had been stockpiled for more than five years.
As CEO, J.R. leads all aspects of Bergeron Emergency Services’ operations, including bidding, contract negotiations, and the management and control of disaster response projects nationwide. He possesses extensive and thorough knowledge of FEMA Public Assistance Program requirements and has a proven ability to guide clients in maximizing their full reimbursement potential.
J.R. has decades of specialized experience in Grapple Truck Fleet Management, coordinating both in-house fleets and nationwide subcontractor networks, with a deep logistical understanding of the unique needs of each locality. His company is a trusted tier-one contractor with services spanning land operations, marine operations, and comprehensive disaster recovery capabilities.
Widely respected for his ability to build lasting partnerships, J.R. has established strong, reliable relationships with local, state, and federal agencies, especially throughout the Southeast. Abby DobsonPresident
Abby Dobson is a logistical response leader with more than 26 years of emergency operations experience, all dedicated to building and guiding her family-owned business, Emergency Disaster Services.
As firm president since 2019, Dobson has elevated EDS to national prominence as a trusted and proven emergency logistical response provider of prime and subcontracted services. She has done so by providing strategic direction at the corporate, partnership, and project level, leading to new growth, new relationships, and new successes on behalf of the clients and communities EDS serves. Under her leadership, EDS has continued to expand its capabilities through the integration of Bergeron Emergency Services, strengthening the organization’s ability to provide comprehensive disaster response, debris management, environmental services, and mission-critical infrastructure support nationwide.
Jason OttiligeDirector of Business Development
Jason Ottilige serves as the Director of Business Development at EDS, bringing more than 15 years of experience in emergency disaster response, recovery, and debris management, along with six years of expertise in construction, trucking, heavy equipment operations, and mixed-waste bulk hauling. His background spans project field supervision, operations management, logistics coordination, and client relations, with extensive experience deploying and managing personnel and equipment for large-scale emergency response and debris cleanup operations.
Jason is recognized for his commitment to safety, efficiency, time management, and effective project scheduling. His leadership on federally funded construction and disaster recovery projects has consistently resulted in successful project delivery, regulatory compliance, and operational excellence. As part of the combined EDS and Bergeron Emergency Services team, Jason helps expand the organization’s capabilities in debris management, disaster recovery, and emergency response, delivering comprehensive solutions to clients across the nation.
Chris CarderBusiness Development
Chris Carder has over 26 years of operational leadership in emergency logistics, military response, and rapid-deployment communications systems. A former communication systems officer with the Kentucky National Guard’s CBRNE Enhanced Response Force Package (CERFP), Carder has managed mission-critical programs supporting federal, state, and military stakeholders. His expertise spans basecamp coordination, incident communications, and logistics mobilization in both domestic and international contexts.
Carder has served as a project manager and contracting officer representative for numerous IT and communications infrastructure projects. He is highly experienced in managing field personnel, overseeing safety and compliance protocols, and securing accountability of multibillion-dollar asset portfolios across government systems. His operational expertise supports the combined capabilities of EDS and Bergeron Emergency Services, helping deliver integrated disaster response, debris management, and mission-ready infrastructure solutions to clients nationwide.
